Graduated from the Pontifical Catholic University of Peru, Lima in 1987; became a lawyer in 1989. Awarded a scholarship by the British Council, successfully completed post graduate studies on "Privatization & Public Enterprise Reform" at Strathclyde University, Scotland, the United Kingdom in 1993. Likewise, in 1998, at the International Law Institute (ILI) - Georgetown University, Washington D.C, the U. S., further post graduate studies were done on "Financing Infrastructure through BOO - BOT schemes".
Among our professional achievements we can find legal and administrative support to the whole ELECTROPERU S.A. power generation privatization process, power transmission concessions such as Mantaro - Socabaya (today, Consorcio Transmantaro - REP) and Southern Reforcement Lines (today, REDESUR); and telecommunications concessions (PCS to TIM PERÚ, today AMÉRICA MÓVIL - CLARO; FWA to Telefónica and Millicom, - today, ENTEL).
